So it turned out that 2018 was not the year of UFO Disclosure, but could 2019 be it?

Possibly. In the first half of the year there have been several major serious news stories about UFO's that indicate that secrecy is getting harder to maintain. It might also be that public opinion is being conditioned to accept more news.
